MIni Europe Rally 2009
Art.1 Description of the route 1.1 The length of the Mini Europe Rally 2009 (MER) is between 700 and 1000 km. It is devided in several legs with each several section. The description of the route as well as the (time) controls, neutralisation periods. etc., are described in the coloured Roadbooks. 1.2 The Rally will be held in several European countries, mostly Luxembourg.
Art.2 Eligible vehicles 2.1 All cars must represent the brand Morris, Austin, Rover, Wolseley and Riley, however only from the type Mini and next to that the Mini Moke, Mini Marcos and other derivates from the Mini. Also the new BMW mini. 2.2 The cars will be divided in the following two categories: Category TC = Touring Class, Category SC = Sporting Class 2.3 The cars must comply with the statutory regulations for the countries through which theyt will pass. 2.4 The cars must carry the following safety items: First aid kit Warning-triangle Towing-cable A Fire extinguisher is recommended. 2.5 The transport of fuel cans in the car is permitted provided that reliable cans are used and that there is no more than 10 liters in cans in the car. 2.6 The noise-level of the exhaust-pipe may at no period during the rally exceed 100 dB(A), measured at a distance of 50 cm from the end of the exhaust-pipe, at an angle of 45 degrees with the engine running at 4500 r/pm 2.7 If the participating car does not follow the regulations 2.3 until 2.7, penalties can be given as described in 19.2
Art.3 Eligible competitors 3.1 Any person holding a valid driver's license is eligible. For the navigator a driver's license is not necessary.
Art.4 Entry Forms 4.1 Anybody wishing to take part in the Mini Europe Rally must send the entry form duly completed at our website www.mini-europe-rally.com 4.2 No amendments may be made to the entryform, except in the case provided for the regulations. However the entrant may freely replace the car for another from the category as described in 2.1 up to the moment of the scrutineering. 4.3 Both members of the crew have to sign the agreement with the following text: "By signing this form the entrant and both members of the crew declare to be acquainted with and to agree with the following clause: * The Organisers and Sponsors of the Mini Europe rally as well as the Course direction and all their officials can never be held liable for any damage which may occur in regulation to participation of the event. * Both the members of the team preserve the Organisers, the sponsors and the Course direction and all their officials against any damage and liability to third parties which may accrue in relation to the participation of the event. *Both the members of the team declare to be acquainted with the content of the Regulations Mini Europe Rally and declare to submit themselves to the regulation". This agreement has to be signed at the Control of Documents preceding the rally at the technical scrutineering. 4.4 The number of participants is limited to 60 cars.
Art.5 Entry Fees 5.1 The entry fee is per team of 2 persons in 1 car. This includes: · all required roadbooks and maps for participation, · The overnight staying at hotels including breakfast based on two persons per room, · The evening diners, · Presentation party at the end, · 2 rallyshield plus door numbers, · 2 Finishers award, · 2 MER T-shirts. 5.2 The entry fee is fixed as follows: € 250,- has to be paid at the entry and the rest has to be paid at the latest 30 days before the rally. The conditions of the entryform are valid. 5.3 The entry is definitive if the participants comply with the conditions as mentioned at the entryform.
Art.6 Amendments and supplements to the regulations 6.1 The provisions of the present Regulations may be amended if necessary. Any amendment or any additional provision will be announced by dated and numbered Bulletins, which will be an integral part of the present regulations. These bulletins will be distributed to the participants or will be posted on the official notice board.
Art.7 Application and Interpretation of the regulations 7.1 The course direction is charged with the application of the regulations during the rally. 7.2 In case of contestation of the interpretation of the present regulations, only the Dutch text will be binding. 7.3 Any incorrect, fraudulent or unsporting action carried out by the competitor will be penalised with qualification on the last place of the concerned section. If such actions are repeated, the crew will be excluded. 7.4 Participants have to comply with the instructions of the organisation. 7.5 Before the start of the rally a rally commission will be appointed. This commission consist of at least one competitor per country, and one person of the organisation 7.6 Protest can be maid, in written, within 2 hours after the announcing the results Protest documents can be obtained at the organisation. 7.7 Protests will be judged within 24 hours. Protests for the last section of the rally will be judged within 1 hour. 7.8 The results of this Judgement maid by the rally commission is binding. 7.9 When a member of the rally commission has a protest he/she will be expelled from judgement.
Art.8 Team composition 8.1 Only teams made of 2 persons shall be admitted to the start. The composition of the team can be changed until the documents preceding.
Art.9 Starting order and rallyplates 9.1 The starting order in the Sporting Class will be in accordance with the list which is daily published by the organisation. 9.2 The organisation will supply each team with two rally plates. One rally plate must be fixed to the front of the car clearly visible. It must under no circumstances cover, even partially, the car's licence plate. The rallyplates have to be fixed to the car during the whole rally.
Art.10 Routecontrolcard 10.1 At the start of every section the team receives a controlcard. The team has to control the starttime registered at the controlcard by the organisation. Each team is responsible for missing the card and decent use of the card. 10.2 The controlcard must be available for inspection on demand of the organisation. At controlposts the controlcard always must be presented personally by a member of the team 10.3 Any correction or amendment made at the controlcars will result in a penalty as described in 19.2, unless such a correction or amendment has been approved by the organisation. 10.4 The absence of a control(stamp), regardless which, or if the controlcard is not delivered to the organisation at a control or at the finish, will be penalised in accordance with art. 19.2 10.5 The team has to deliver the controlcard to the organisation and has to control if the time is filled in correct. The controller is the only person who is allowed to fill in the time on the controlcard by hand.
Art.11 Trafficrules - Repairs 11.1 Throughout the rally, the teams must strictly observe the traffic laws of the countries crossed. The teams shall always conduct themselves in a manner which shall not discredit the rallysport or the event. Failure to do so will lead to penalties as given in 19.2 11.2 Repairs before, during and after the rally are allowed. It is also possible to make use of the present service team against payment. 11.3 The teams have to take care that places where reparation are carried out, will always be left behind clean. It is rigorously prohibited to let liquids flow away which are damaging to the environment. 11.4 Exceeding the times (to quick/to early) at (secret) controls and the endtime with more than 10% will lead to penalties as given in 19.2. 11.5 During the rally there will be speedcontrols. Exceeding the valid maximum speed at this place with more than 10% will lead to penalties as given in 19.2.
Art.12 Advertising 12.1 Advertising is allowed over the complete car with exception of the space which has to be available for the organisation. This is 40 X 40 CM at both doors of the car as well as the advertising at the rally-plates. The advertising at the doornumbers and rallyplates always has to be readable. 12.2 Supplementary to the advertising on doornumbers and rallyplates, the organisation can also request the teams to put stickers of sponsors on the car. This never has to damage the advertising on the car fit up by the team.
Art.13 Start 13.1 The start always takes place with the car with a blue flag. The controls may be located in cafés or hotels. 13.2 Participating cars have to be in the neighbourhood of the start about 10 minutes before their startingtime. 13.3 The startingtime is always and will be noted in accordance with the roadbook of that day. Only with permission of the organisation this can be changed and another startingtime can be assigned. 13.4 Failure to report to the start will incur a penalty in accordance with 19.2 and notation of the official startingtime at the controlcard. After that the organisation determines when the team is allowed to start at which the startprocedure of other teams may not be damaged. 13.5 With orientationtests the start-, control- and finishtime is always noted in minutes. 13.6 With regularitytests the start-, control- and finishtime is always noted in seconds. 13.7 At slalomtests the times will always be noted in 1/100 of a second. 13.8 The start of regularitytests is always next to the car with the blue flag. The controlers will the start take place exact per second and will provide a countdown aloud: "15,10,5,4,3,2,1, start"
Art.14 Routecontroles 14.1 All manned routecontroles are indicate with orange flags with exception of secret controls. The controls may be located in cafés or hotels. 14.2 Control posts will be ready to function 15 minutes before the target time for the passage of the 1st team. They will cease to operate 30 minutes after the target time for the last team. 14.3 During the regularitytests secret controls are placed which are not recognisable. This secret control notes the passingtime at a second exact. Time differences will be penalised in the same way as at the finish.
Art.15 Sections 15.1 The rally consist of several sections/tests divided over the several days, which all have to be driven by the participating teams. 15.2 If because of unexpected circumstances it is not possible to follow the route as indicated by the roadbook, follow than the red arrows with the word Mini. This is only valid for sections with the ball-arrow system and drawn lines on maps. The end of the diversion will be indicated with a red cross with a number. From there start the original route again, starting with the locationnumber as indicated with the cross.
Art.16 Finishcontrol 16.1 The finish is indicated with a green flag, with exception of secret controls. The controles may be located in cafés or hotels. 16.2 At regularity tests the finish consist of a flying finish where the timeregistration will take place. This finish will be indicated with the first green flag. It is prohibited to stop here. The teams have to drive on to the stopfinish indicated with the second green flag. 16.3 It is strict prohibited during the regularity tests to stop in the vicinity of finish. See 19.2 16.4 It is strict prohibited during the regularity tests to drive in the opposite direction of the rally. 16.5 Route- and finishcontrols will be valued/penalized as described in 19.2. ATTENTION: All tests, as well orientationtests as regularitytests will be held on the public roads, which are also open to normal road users. So at every test art. 11.1 is effective.
Art.17 Parc-Fermé 17.1 During the rally certain areas may be declared as parc-fermé. The car has to be parked in the parc-fermé at the time indicated by the organization. It is prohibited to leave the parc-fermé with the car before the next start.
Art.18 Scruteneering and control 18.1 Any team has to arrive at the scruteneering in accordance with the detailed time given by the organization. 18.2 The scruteneering will be of a completely general nature. The car will be checked in accordance with the entry and if the car complies with this regulations. 18.3 The team has to present the car with fixed doornumbers, rallyplate and organization advertising. 18.4 At the documentscontrol, the following papers have to be delivered: * Driver's licence * Car registration papers * Confirmation about car insurance (green card) * MOT confirmation 18.5 Any non-conformity to this regulations may result in a refuse to start.
Art.19 Pointsvaluation, classification and penalties. 19.1 The endtime result of a section, as given in 15.2, 15.3 and 15.4, corrected with eventual penalties, gives the final endtime. The team with the shortest time is the winner. 19.2 The following penalties can be given: Exclusion of participation of the rally: Article Reason 2.3 Not answering to legal conditions 2.4 Not answering to safety conditions 2.5 Is dropped. 2.6 Unsafe fuelcans 2.7 Exceeding noise-limit 5.2 Non payment of entry-fee 7.3 Unsporting behaviour second time 11.1 Infrigement traffic rules third time 11.4/11.5 Exceeding maximum speed second second time 18.1 Car not checked or not OK 18.4 Documents not checked or not OK

19.5 In a case of ex-aequo, the team which accomplished the best result in the first section, will be proclaimed winner. If this is not sufficient, the results of the 2nd and 3rd section will taken into consideration. 19.6 The results of all sections will be posted as soon as possible at the official publication board. This will always be at the latest before the start of the next day.
Art.20 Protest 20.1 The teams have the right to protest within 2 hours after publication of the result at the official publication board. Protest will be attended as written in art.7.6, 7.7 and 7.8
Art.21 Prize Giving 21.1 The prize giving will take place at the evening-dinner on the last day of the rally.

The famous and easy going tulip (ball-arrow) system
Approach a printed line as close and secure as possible
- Printed line (with barricades for the Sporting class)
Leave the printed line at the latest possible exit and drive the shortest route to the first possible entry to the printed line
Draw the shortest possible route between point 1 and point 2, between point 2 and point 3, etc.
Just visit the plotted points, doesn't matter how you come there.
